Keep expectations calibrated: none of the proposals “fundamentally alters” citizenship-based taxation, and the draft does not eliminate the extensive international reporting obligations familiar to expatriates (Forbes, 2026). What is notable, Forbes reports, is a rare congressional recognition that the compliance burden on overseas Americans deserves attention (Forbes, 2026).

That context matters because FATCA enforcement keeps raising the stakes.
