One day after Education Secretary Linda McMahon sent the “Compact 2.0” letter to all colleges on Aug. 3, the Heritage Foundation — the source of Project 2025 — released its “Model State Legislation to Codify the Federal Higher Education Compact,” according to an Inside Higher Ed opinion column (Wilson, 2026).

Columnist John K. Wilson calls the model law “Project Censorship,” noting it would let states “condition” any funding for private colleges on obedience to a lengthy set of rules (Wilson, 2026). The proposal lists “the Venezuelan regime of Nicolas Maduro” as a “foreign country of concern” even though he was overthrown more than seven months earlier, and it would require campus police “to perform specified federal immigration enforcement functions” (Wilson, 2026).

Minnesota Attorney General Keith Ellison sued in April 2025 to stop enforcement of “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government” and “Keeping Men Out of Women’s Sports,” after the administration threatened to withhold Minnesota’s federal education funding for violating Title IX (Daily Citizen, 2026). Minnesota public schools allow students to use bathrooms and play sports consistent with their “gender identity,” and in February 2025 Ellison issued an opinion declaring the state’s Declaration of Human Rights superseded the two executive orders (Daily Citizen, 2026).

5. Hate Crimes: FBI Data Shows Jews Most-Targeted Religious Group

Jews were the targets of 64% of religion-based hate crimes reported in the U.S. in 2025 — 1,647 of 2,572 incidents, or about 15% of all reported hate crimes — according to FBI statistics reported by Israel National News and MSN (Israel National News, 2026; MSN, 2026).

Reported hate crimes overall fell 7% in 2025, from 11,404 incidents in 2024 to 10,606, a decline the FBI tied to a broader drop in violent crime (Israel National News, 2026). The 1,818 offenses targeting Jews included 1,003 vandalism or property-destruction offenses, 541 intimidation incidents, 118 simple assaults, 51 aggravated assaults, and three murders or non-negligent manslaughters (Israel National News, 2026). Anti-Muslim crimes, the next-highest category, totaled 205 incidents — over seven times fewer (MSN, 2026).

“Behind every one of these numbers is a person who was targeted simply for being Jewish, whether through vandalism, intimidation, or violence,” ADL CEO Jonathan Greenblatt said, adding that the decline should not be allowed “to obscure the reality that antisemitism remains one of the most persistent and dangerous forms of hate” (Israel National News, 2026). “Violence against Jews persisted even as overall reported incidents fell,” said Carla Hill, vice president of research and investigations at the ADL Center on Extremism (Israel National News, 2026). The ADL also called for improved hate crime reporting (Israel National News, 2026).
