King rules out apology and financial reparations for slavery

On October 27, King Charles is due to land in Nassau, on his first visit to the Bahamas as King.[3]

Before he does, the question hanging over the trip has already been answered, at least by his government. He is not expected to apologise for slavery, and he is not expected to offer reparations.[1]

That is the report from GB News, carried by AOL on October 2. It lands in the middle of a month when Caribbean governments and campaigners are pressing the same question on the Crown, by very different routes.

1. The tour

Buckingham Palace says the King and Queen Camilla will make an autumn tour from October 27 to November 4. The King will make a royal visit to the Bahamas, where he is head of state, then a state visit to Guyana, which marks 60 years of relations with the UK.[3]

The Queen will join him in Antigua and Barbuda for the Commonwealth Heads of Government Meeting, which runs November 1 to 4. The King will give a speech there, according to AFP.[2]

He is 77 and still receiving treatment for cancer, AFP reported. A royal source told GB News that treatment is going in a “very positive” direction.[2][1]

2. What the palace and the government said

A palace spokesperson told reporters on Friday that the visit would not “shy away from the ‘darkest days of our past’ as His Majesty has described them.”[2]

The King used that phrase in Barbados in 2021, at the ceremony in which the island became a republic. He said then that the “appalling atrocity of slavery” stains Britain’s history.[2]

The palace says he has worked to acknowledge “the wrongs of the past” and “right inequalities that endure,” and that on this trip he will “renew his personal, wholehearted and continuing commitment to that process.”[2]

But on apologies and money, the palace points to the government. “As far as reparations and apologies go, that is a matter for the Government,” a spokesman told GB News. “And His Majesty always acts on his Government’s advice.”[1]

The government’s answer is firm. A Foreign Office spokesman said: “The Government has been clear that it will not pay financial reparations.” The same statement calls the transatlantic trade in enslaved people “abhorrent” and says its impacts “were horrific and do endure to today.”[1]

GB News reports that officials confirmed ministers have not advised the King to offer a formal apology. It says the government’s legal position is that Britain is not required to pay reparations for historical acts, especially acts that did not break international law at the time.[1]

The palace told AFP that talk about the colonial legacy and the slave trade is “important” but “primarily matters for governments to address.”[2]

3. The Bahamas: “Don’t come empty-handed”

The Bahamas National Reparations Committee, formed in 2013 in line with the CARICOM Reparations Commission, put out a statement in early September. It said the royal family should not visit “empty-handed” and demanded an apology for the legacy of slavery and colonisation, The Tribune in Nassau reported.[4]

The committee linked the Bahamas’ present troubles to its past. “Our power grid fails us. The cost of living grinds us down,” it said, calling them “Consequences of chattel slavery. Consequences of colonization.”[4]

It hopes the King will visit Clifton Heritage Park and stand in the places where enslaved people worked. If he does not acknowledge that history, the committee said, “he remains complicit.”[4]

It also renewed its call for the Bahamas to become a republic: “The time is now for reparations. The time is now for the republic.”[4]

AFP notes that a 2022 Caribbean tour by Prince William and his wife Kate was met with anti-monarchy protests and calls for slavery reparations.[2]

4. Jamaica takes a different road

Jamaica is not asking for an apology first. On September 7, a delegation led by Culture Minister Olivia Grange filed a petition addressed to the King, who is also Jamaica’s head of state.[5]

It asks him to send three questions to the Judicial Committee of the Privy Council, Jamaica’s highest court of appeal, based in London. Was the enslavement of Africans in Jamaica legal under English common law? Did it violate international law? Does the UK have a legal obligation to provide a remedy?[5]

Under an 1833 law, the monarch can refer legal questions to that court for an advisory opinion, Al Jazeera explained.[5]

“We want the answers,” Grange said. “Once we get the answers, or once we get a response to those questions, then the next steps will be determined.”[5]

The palace said it understood Jamaica was seeking a hearing before the Privy Council. It acknowledged the King’s constitutional role as Jamaica’s head of state but said he has no role in deciding the substance of the claim, according to Al Jazeera.[5]

On Tuesday, September 22, Grange told Jamaica’s Parliament that the petition had been referred, The Voice reported. “The King could have ignored us,” she said. “The King could have delayed responding to us. The King could have made a decision not to refer the questions to the Privy Council, or he could make a decision to refer the questions.”[6]

5. The numbers behind the demand

Al Jazeera reported that British merchants enslaved and transported between 600,000 and 1 million Africans to Jamaica. The Jamaican government estimates the country is owed about $10 billion.[5]

Al Jazeera also reported that after abolition in 1833 the UK paid slave owners compensation amounting to 40 percent of the Treasury’s annual income.[5]

6. What to watch

The tour starts October 27 in Nassau. The Commonwealth summit follows in Antigua and Barbuda from November 1 to 4. The King’s speech there is the moment campaigners will be listening for.[3][2]

What the King says will be shaped by his government’s advice. What the Privy Council does with Jamaica’s three questions is a separate track, and no hearing date has been reported.
