Why This Matters Beyond One Storm
Gary’s blackout wasn’t a freak accident — it was a predictable outcome of an aging grid meeting a severe storm in a city with fewer financial resources to fall back on[1]. That pattern repeats in storm-prone, disinvested communities across the country. The United Nations frames reliable power as a basic development target, not a luxury: SDG 7 calls for “affordable, reliable, sustainable and modern energy for all,” with a specific target to substantially increase the share of renewable energy in the energy mix by 2030[2].
Getting there isn’t just a technology question. Researchers Mary Finley-Brook and Erica Holloman argue that a just energy transition has to be judged on three fronts at once: whether the benefits and risks are shared fairly, whether affected communities get a real say in decisions, and whether their knowledge and priorities are respected — warning that “without attention to power and resource inequalities, tensions between ‘green’ and ‘just’ will continue”[3]. In plain terms: communities that wait for someone else to fix the grid tend to wait the longest. Communities that organize their own power tend to keep the lights on.
Highland Park, Michigan: When the Utility Took the Streetlights, Residents Built Their Own
In 2011, DTE Energy repossessed more than 1,000 streetlights from Highland Park, Michigan — a small, majority-Black city inside Detroit’s borders that, like Gary, built its economy around an auto industry that has since hollowed out — as part of a settlement over unpaid utility debt. Nearly two-thirds of the city went dark at night[4].
Instead of waiting on the utility, residents formed the nonprofit Soulardarity and began installing solar-powered, battery-backed streetlights block by block. Unlike grid-tied lighting, these lights keep shining during an outage — their batteries are built to store enough power to run for up to five days without sunlight[5]. Soulardarity’s long-term goal is stated plainly: make Highland Park 100% energy independent [4].
Adjuntas, Puerto Rico: Nine Days of Power While the Island Went Dark
The mountain town of Adjuntas went six months without power after Hurricane Maria hit Puerto Rico in 2017. In response, the community organization Casa Pueblo installed solar panels and battery storage at its own headquarters, then expanded the idea into a full community-owned solar microgrid covering the town’s central plaza — roughly 700 rooftop panels across seven buildings, feeding a battery system capable of up to 187 kilowatts [6].
The payoff came in September 2022. When Hurricane Fiona knocked out power across Puerto Rico, Adjuntas’s microgrid kept the town’s downtown businesses and essential services running for nine straight days while much of the island waited in the dark[6]. Casa Pueblo calls the broader push its “Energy Insurrection” — a community-led movement, not a government-imposed program[7].
Babcock Ranch, Florida: Three Hurricanes, Zero Outages
Babcock Ranch was designed from the ground up to run on solar power paired with battery storage, backed by an 870-acre, roughly 650,000-panel solar array, with power lines buried underground so wind can’t take them down[8]. When Hurricane Ian hit southwest Florida in 2022, the town of roughly 4,600 residents reported no power outages, no flooding, and no major structural damage, even as neighboring communities went dark for days[9]. It has since weathered Hurricanes Helene and Milton the same way.
Babcock Ranch is a purpose-built development, not a retrofit of an existing city — it’s the most expensive of the three examples here. But it proves the underlying physics: solar plus battery storage plus resilient infrastructure design is not a hypothetical. It already works, at scale, through real hurricanes.
You Don’t Need a Whole New Town to Start
Not every household can build a Babcock Ranch, and not every neighborhood can organize a Casa Pueblo overnight. But the path scales down. A portable solar power station in the $300–$1,500 range can keep a fridge and a few essentials running through a multi-day outage. A home battery paired with rooftop solar goes further. And for communities ready to organize collectively, the U.S. Department of Energy’s Community Microgrid Assistance Partnership specifically funds projects in areas with repeated, prolonged power outages[10] — exactly Gary’s situation.
- Start with a critical-load calculation, not a whole-house plan.
- A portable power station is the cheapest entry point — no permits, no electrician.
- A home battery is what actually keeps solar panels useful during a blackout.
- Community-scale change (streetlights, microgrids) starts with organizing neighbors, not waiting on the utility.
- Federal funding programs already exist for communities with a track record of prolonged outages.
