President Donald Trump signed an executive order Friday afternoon related to the beef industry and country-of-origin labeling, according to the White House ^[1]. The signing, which was expected to take place at 1:30 p.m. ET, was not open to press coverage ^[2].

Key Facts

• The executive order concerns country-of-origin labeling for beef, which Trump was expected to sign on Friday, according to two unnamed sources familiar with the matter cited by Reuters ^[2].
• Under the current voluntary system, meat companies may affix a “Product of USA” label only to beef that is born, raised, and slaughtered in the United States ^[2].
• Rancher groups and farm advocates have long called for such labeling to be a legal requirement, arguing it would boost domestic producers and inform shoppers of beef origin ^[2].
• The move follows Trump’s announcement days earlier of a 90-day window to import as many as 300,000 metric tons of ground beef outside tariff-rate quotas, aimed at lowering consumer prices; ranchers criticized the step as harmful to domestic producers ^[2].
• The actions come against a backdrop of tightened U.S. beef supplies, with the domestic cattle herd at its lowest point in 75 years due to drought, high feed costs, and herd liquidation ^[2].

Policy Background

The executive order follows a period of record-high ground beef prices, with July data pegging the average price of a pound at $7.116 ^[2]. Reuters noted that it received no reply from the White House when seeking comment on the expected signing ^[2]. The order arrives days after Trump announced the 90-day window allowing up to 300,000 metric tons of ground beef imports outside of tariff-rate quotas—a step that drew sharp criticism from cattle producers and agricultural organizations, who contend it exposes domestic ranchers to cheaper foreign competition ^[2].

Supply and Market Context

The policy moves are set against a prolonged tightening of U.S. beef supplies, tied to years of drought, high feed costs, and herd liquidation; rebuilding the herd size would take a minimum of two years from the moment producers begin retaining female heifers for breeding ^[2]. A ban on Mexican cattle imports, implemented due to an outbreak of a flesh-eating parasite, has further tightened supply ^[2]. Last week, Trump said he intended to examine whether excessive regulations were preventing ranchers from butchering their own cattle, and his administration has asked the Justice Department to investigate possible price-fixing by meatpackers and pursued a restart of live cattle imports from Mexico ^[2].

Consumer demand for beef has remained firm despite the elevated prices; NielsenIQ data shows no other food category added more dollars in sales in the run-up to Independence Day, with beef revenue climbing roughly $352 million over the same period last year ^[2].

What’s Still Unconfirmed

The full text and specific provisions of the executive order were not detailed in the available reporting. The initial expectation of the signing was based on two unnamed sources and had not been confirmed by the White House at the time of that report, though the signing itself was later confirmed ^[2][1].
