US presidential envoys Steve Witkoff and Jared Kushner held three rounds of talks in Kyiv on September 6 with President Volodymyr Zelenskyy, Ukraine’s negotiating team and European officials, arriving in the capital by train after what Zelenskyy described as Russian strikes that ruled out flying ^[1].

Key Facts

• Witkoff and Kushner were met at the Kyiv train station by the Ukrainian team of Kyrylo Budanov, Rustem Umerov and Davyd Arakhamia ^[1].
• Talks spanned several sessions: the US side first met the Ukrainian delegation, and representatives of the United Kingdom, France and Germany joined the discussions later ^[1].
• Zelenskyy said there were three rounds of talks and that difficult issues can only be resolved at the leaders’ level ^[1].
• If the war continues through the winter, Ukraine is counting heavily on a “winter package” and on increased US production of anti-ballistic missiles next year ^[1].
• Zelenskyy called recent days “absolutely horrifying in the skies,” said Putin is increasing strikes ahead of his elections as a new tactic, and added, “We will respond in kind” ^[1].

Kyiv greets the envoys with a Patriots joke

Zelenskyy said the Russians demonstrated through their strikes that the US envoys could not travel by plane, even though Ukraine had everything ready and its airports were operational ^[1]. Once they arrived, he addressed the two Americans with a joke: “You did an even better job today than the Patriot systems for our citizens in the capital. Thank you. Come more often, and we’ll have a chance to live a little” ^[1].

“We had good talks,” the president said, adding that the teams assess their future opportunities positively and that he very much hopes to reach agreements with American partners while counting on European partners ^[1]. No date has been announced for the leaders-level meeting Zelenskyy said such issues require.

Air defense and a winter package top the agenda

Zelenskyy said the talks devoted enough attention to the winter period and the challenges that could really arise, warning that if the war continues through the winter, Kyiv is counting on a winter package ^[1]. He called anti-ballistic capabilities Ukraine’s weak point and said the US side will increase production of anti-ballistic missiles next year, adding that he will hold meetings in Norway and Canada to resolve several issues ^[1].

On the battlefield, Zelenskyy said everyone notes that Ukraine has strengthened its position, which he said gives greater confidence in any future format for discussions ^[1]. “We need to do everything possible to make trilateral meetings happen. We’ll see what Russia agrees to. Unfortunately, it is still very confident today, enough to consider one format or another,” he said ^[1].

What’s Still Unconfirmed

The Ukrainian report contains no statements from Witkoff or Kushner on the substance of the discussions, and no agreement was announced. Whether trilateral meetings occur remains open: Zelenskyy said it depends on what Russia agrees to ^[1].
