Civil Rights Watch — Daily Update — August 25, 2026

Good evening. The headline tonight: the Supreme Court has cleared the way for President Trump to begin carrying out his executive order on mail-in voting (UPI, 2026), a ruling The New York Times (2026) frames as allowing the limits “for now.” Also in the past 24 hours, Nevada sued the Interior Department over Colorado River cuts (Deseret News, 2026), and a Kentucky man pleaded not guilty to hate crime charges (LEX 18 News, 2026).

  • The Supreme Court cleared the way for President Trump to begin carrying out an executive order on mail-in voting (UPI, 2026).
  • The order creates “state citizenship lists” and directs the Postal Service to decide who gets a mail-in ballot (The New York Times, 2026).
  • Nevada sued the Department of the Interior over its Colorado River Record of Decision, warning southern Nevada could lose more than 70% of its “already meager” allocation (Deseret News, 2026).
  • A Lexington, Kentucky, man pleaded not guilty after allegedly spitting in a Muslim woman’s face and threatening to kill her (LEX 18 News, 2026).
  • Two Hornell, New York, men were charged with hate crimes in the theft and burning of an Israeli flag (Hornell Evening Tribune, 2026).

1. Supreme Court Lets Trump’s Mail-In Voting Order Proceed

UPI reported Monday that the Supreme Court ruled Trump can start carrying out his order on mail-in voting (UPI, 2026).

The administration had asked the court to clear the way for the order, which creates “state citizenship lists” and directs the Postal Service to decide who gets a mail-in ballot, according to The New York Times (2026).

The Times frames its own report narrowly — the court allows the limits “for now” — signaling that the underlying legal fight is not finished (The New York Times, 2026).

2. Nevada Sues Interior Over Colorado River Cuts

Nevada filed a federal lawsuit Monday against the Department of the Interior, contesting the agency’s Record of Decision on future Colorado River water cuts (Deseret News, 2026). The state is joined by the Colorado River Commission of Nevada and the Southern Nevada Water Authority, and asks the court to prevent implementation until “legal and technical shortcomings are resolved” (Deseret News, 2026).

Governor Joe Lombardo said the proposed plan could cost southern Nevada “more than 70% of its already meager Colorado River allocation” and called the fight “a matter of survival for a community that represents about two-thirds of our state’s citizens” (Deseret News, 2026).

The Interior decision, released Friday, adopts guidelines from 2027 through 2028. It imposes no mandatory cuts on the Upper Basin states of Colorado, Utah, New Mexico and Wyoming, while the Lower Basin states could face cuts of up to 3 million acre-feet — with Arizona bearing 61%, California 35%, and Nevada 4% (Deseret News, 2026).

Arizona State University water law professor Rhett Larson said cities’ choices “will be expensive, and they’re going to pass those costs on to ratepayers” (Deseret News, 2026). The Salt Lake Tribune (2026) also covered the filing.

“The administration asked the court to clear the way for President Trump’s order that creates “state citizenship lists” and directs the Postal Service to decide who gets a mail-in ballot.”

3. Hate Crimes: Kentucky Arraignment, Hornell Charges

In Lexington, Kentucky, Damian Hisle, 52, appeared in Fayette District Court on Monday, where a judge entered a not guilty plea on his behalf and appointed a public defender (LEX 18 News, 2026). Asked whether he could afford an attorney, Hisle replied, “Uh, no” (LEX 18 News, 2026).

Hisle faces charges of harassment and third-degree terroristic threatening. Police say cellphone video connects him to the Aug. 11 incident in which a Muslim University of Kentucky employee reported he spat in her face and threatened to kill her as she walked to her vehicle near UK Hospital; she told police a construction worker intervened (LEX 18 News, 2026).

Three days after that encounter — and before police had positively identified Hisle in that case — a Good Samaritan Hospital worker alleged he threatened to cut off her head with a long-handled axe before saying he “had better things to do” (LEX 18 News, 2026). Court records reviewed by LEX 18 show prior encounters with the justice system dating to 1999; his bond remains at $5,000, with a Sept. 2 hearing scheduled (LEX 18 News, 2026). WKRC (2026) carried the same account.

In New York, two Hornell men were charged with hate crimes in the theft and burning of an Israeli flag, the Hornell Evening Tribune reported (Hornell Evening Tribune, 2026). No names, statutes, or court dates were available in the source text.

What’s Disputed or Unconfirmed

The Kentucky case rests on allegations. Hisle has pleaded not guilty; the accounts of the UK employee and the Good Samaritan worker come from statements to police and a criminal complaint, not a verdict (LEX 18 News, 2026). The “hate crime” label in coverage reflects police statements; the formal charges are harassment and third-degree terroristic threatening (LEX 18 News, 2026).

The Supreme Court’s ruling is framed by The New York Times (2026) as allowing the mail-in voting limits “for now,” and the full scope of the order and the lower-court record were not reproduced in the sources we received.

Nevada’s lawsuit states the state’s position against the Interior decision; the department and other basin states had not responded in the materials reviewed (Deseret News, 2026).

The Hornell, New York, charges are documented in the coverage we received only by headline; no names, statutes, or court dates were included in the source text (Hornell Evening Tribune, 2026).

How to Verify This Yourself

  • Check the order list on the Supreme Court’s website and the related dockets on PACER for the mail-in voting case.
  • Search PACER for the new Nevada complaint against the Department of the Interior, and read the Record of Decision on the Bureau of Reclamation’s site.
  • Look up the Fayette County case for Damian Hisle through the Kentucky Court of Justice; for the Hornell case, contact the local court clerk or the Hornell Evening Tribune.

Investigative Methodology: This roundup is generated once daily at 6:00 PM America/Chicago from live news sources published within the prior 24 hours, plus primary-source civil-rights monitoring feeds (SPLC, ADL, ProPublica). Every claim is grounded in fetched source text with an APA7 in-text citation; nothing is written from the model’s general knowledge. Every video embed is verified to be a real, existing video via YouTube’s oEmbed endpoint before publication — none are written by the drafting model. Pull-quotes are extracted verbatim from the cited article, never composed. No Wikipedia sources are used, and social-media posts (TikTok/X/Instagram) are only referenced when a real, working link to that post appears directly in a cited news source — this post does not auto-embed unverified social content, since a fabricated post link would be worse than no embed at all.
