KEMETIC MINDS — BREAKING NEWS
September 09, 2026

Within hours of a federal judge ordering Missouri to use its new congressional map, the people fighting that map were back at the U.S. Supreme Court on Wednesday, Sept. 9, asking the justices to stop it [1].

The filing came one day after Justice Brett Kavanaugh left in place a Missouri Supreme Court ruling that barred Missouri from using the map, which is intended to give Republicans an additional seat in the U.S. House of Representatives [1]. The new request targets an order by Chief U.S. District Judge Stephen Clark that would require the state to use the map [1].

Key Facts

  • Richard von Glahn and a group known as People Not Politicians submitted the 25-page filing on Wednesday afternoon [1].
  • The new map, known as HB 1, was drawn last year with the encouragement of President Donald Trump and was intended to give Republicans seven of Missouri’s eight seats in the U.S. House [1].
  • Opponents submitted more than 300,000 signatures late last year in support of putting the map to a statewide vote on the November 2026 ballot [1].
  • Missouri Secretary of State Denny Hoskins rejected the petition on Aug. 4, 2026, saying the state’s constitution “does not authorize a referendum on congressional redistricting plans passed by the General Assembly” [1].
  • In a unanimous ruling on Sept. 3, the Missouri Supreme Court barred the new map from use in November’s elections; Kavanaugh left that ruling in place on Sept. 8 [1].

How the fight over HB 1 started

Missouri redrew its congressional map last year, with the encouragement of President Donald Trump, so that Republicans would hold seven of the state’s eight U.S. House seats [1]. The plan, HB 1, was designed to give the GOP an additional seat [1].

Opponents then gathered more than 300,000 signatures on a petition asking voters to decide the map’s fate in November 2026. Hoskins rejected the petition on Aug. 4, and von Glahn went immediately to state court, asking it to reverse Hoskins’ decision and block Missouri from using the new map [1].

On Sept. 3, the Missouri Supreme Court ruled unanimously against the new map, barring its use in the November elections. Kavanaugh left that ruling in place on Sept. 8, one day before the new federal filing [1].

What the new filing says

Von Glahn and People Not Politicians are asking the justices to block Chief U.S. District Judge Stephen Clark’s order, which would require Missouri to use HB 1 [1]. Abha Khanna, the lawyer representing the map’s opponents, told the justices that Clark’s order “has been in place for mere hours, but the chaos it guarantees has already taken root” [1].

The dispute pits a state Supreme Court ruling against a federal court order. The state court barred the map from November’s ballots, while the federal judge’s order would put the map in use, leaving Missouri election officials facing conflicting instructions and an unresolved question of which map governs its eight U.S. House districts [1].

What’s Still Unconfirmed

The Supreme Court had not acted on the new filing as of publication. The published account also does not include the full text or reasoning of the Missouri Supreme Court’s Sept. 3 ruling or of Judge Clark’s order [1].
