2. Police Brutality: Elite Chicago Police Unit Takes Over Border Patrol Shooting Probe of Marimar Martinez

The Chicago Police Department’s Investigative Response Team — with detectives possessing more than 500 years of combined experience — has taken over the investigation into the Oct. 4 shooting of Marimar Martinez by Border Patrol agent Charles Exum.^[2]

The Investigative Response Team was created in 2017 in the wake of the fatal police shooting of teenager Laquan McDonald.
Martinez participated in a ‘mass filing’ of police reports Aug. 10 at Area 3 police headquarters in North Center and delivered a USB drive of evidence to officers.
No federal agent has been charged with an on-duty crime connected to Operation Midway Blitz.
Martinez was shot five times and left with seven wounds, and she is expected to file a lawsuit against the federal government in the coming weeks.
Homeland Security released a statement referring to Martinez as a ‘rioter’ and accusing her of ambushing federal agents.

3. ICE: ICE Arrested Record Number of People Without Criminal Records in Summer Surge, Data Shows

ICE made a record high of more than 800 daily arrests of people without criminal records in July, new federal data shows.^[3]

July was the first month in President Trump’s second term when people with only civil immigration violations made up more than half of those arrested.
An average of more than 1,580 people were arrested each day in July, also a new high for the current administration.
Those with convictions for violent crimes made up about 6% of all booked into ICE detention under the current administration and about 4% of those taken into custody in July.
In Jacksonville, Florida, average monthly ICE arrest totals rose from 15 to 165 this summer.
A DHS spokesperson said in a statement to CBS News, “ICE enforces the law as written.”

4. Executive Orders: Federal Court Vacates HHS and HUD Grant Conditions Tied to DEI and ‘Gender Ideology’ Orders

A federal court in Rhode Island granted summary judgment to 22 nonprofit grantees, vacating HHS and HUD grant conditions tied to DEI and ‘gender ideology’ as arbitrary and capricious.^[4]

The U.S. District Court for the District of Rhode Island issued its decision on August 14, 2026, in Rhode Island Coalition Against Domestic Violence v. Kennedy.
The court vacated the conditions in full, holding they were arbitrary and capricious under the Administrative Procedure Act.
The challenged conditions required grantees to comply with executive orders, refrain from promoting ‘gender ideology’ as defined in Executive Order 14168, and certify compliance with federal antidiscrimination laws.
The vacatur applies to all HHS and HUD recipients, not just the plaintiffs, meaning the conditions currently have no legal force.
The court found the agencies failed to provide a reasoned explanation, consider grantees’ reliance interests, and address practical compliance difficulties.

5. Civil Rights & Politics: St. Louis NAACP Mourns Death of Former President Harold Crumpton

6. Hate Crimes: Man Pleads Not Guilty to Hate Crime Against University of Kentucky Employee

A Lexington judge entered a not guilty plea on behalf of 52-year-old Damian Hisle during his Monday arraignment in Fayette District Court on harassment and terroristic threatening charges tied to an alleged hate crime against a University of Kentucky employee.^[6]

Hisle was appointed a public defender after telling the judge, ‘Uh, no,’ when asked if he could afford an attorney.
A Muslim woman told police Hisle spat in her face and threatened to kill her as she walked to her vehicle near UK Hospital on Aug. 11.
In a separate Aug. 14 encounter at Good Samaritan Hospital, a worker alleged Hisle threatened to cut off her head with a long-handled axe but said he ‘had better things to do.’
Court records show Hisle has had multiple encounters with the criminal justice system dating back to 1999, including terroristic threatening, menacing, alcohol intoxication, and disorderly conduct.
The judge left Hisle’s bond at $5,000 and scheduled his next hearing for Sept. 2; he remains in the Fayette County Detention Center.

Looking Ahead
