For Black students, the stakes of this sequencing are existential, not symbolic. Title VI of the Civil Rights Act of 1964 — the very statute the administration now wields against diversity programs — was the legal engine that forced segregated universities to open their doors. To watch the same law turned inside-out against Black student support services is to watch the remedy become the crime. The administration’s reading of “race-neutral” policy treats a Black cultural center as the moral equivalent of a whites-only admissions quota. HBCUs are navigating the same minefield with fewer resources and more at risk. These institutions, the primary engines of Black degree attainment, rely on federal Title III funds and student aid in proportions that far outstrip predominantly white universities.
