– ICE agents fired shots while he was with his son. – Lawyers denounce insufficient medical care and pain. A federal judge prohibited U.S. Immigration and Customs Enforcement (ICE) from deporting Oscar Belgal, a 28-year-old Dominican man who was shot during a migration operation in New York, while he was inside his vehicle with his five-year-old son.[3]

US immigration fines: ICE finalizes new rules after judge blocks Trump policy; appeals process gets key change | Hindustan Times

US immigration fines: ICE finalizes new rules after judge blocks Trump policy; appeals process gets key change ICE finalized a rule retaining civil immigration penalties while allowing certain late appeals when mail delays prevent timely responses.

The US Immigration and Customs Enforcement (ICE) has finalized a rule governing civil penalties for immigration violations, days after a federal judge blocked the Trump administration’s earlier system for imposing the fines, Bloomberg Law reported on October 9, 2026. The final rule retains the administration’s framework for civil immigration penalties but makes a significant change to the appeals process, allowing certain late appeals when delays in mail delivery prevent people from responding on time, according to Bloomberg Law. The development comes amid a legal battle over the government’s use of steep financial penalties against immigrants who fail to leave the United States after receiving removal orders.[4]

Raids & Arrests

Sacramento detention sparks concerns amid reported ICE operation

Sacramento detention sparks concerns amid reported ICE operation A reported United States Immigration and Customs Enforcement (ICE) operation in California, known as "Operation Safe California," is raising questions about immigration enforcement practices and its impact on communities.

The Washington Examiner reports the operation would direct ICE officers to arrest all undocumented immigrants they encounter, regardless of criminal history. Homeland Security has stated it does not discuss law enforcement operations. California Gov. Gavin Newsom criticized the reported plan, accusing President Donald Trump of using fear to put families at risk.[5]

Six weeks after ICE arrest, Ogden has no date for revised police policy

OGDEN, Utah (KUTV) — Six weeks after a controversial immigration arrest prompted Ogden city leaders to promise changes to police policies governing interactions with federal immigration authorities, the city has not released an updated policy or announced a firm date for when it will be made public.

The promised revisions followed the Aug. 25 arrest of Jonathan Mauricio Paredes Rodriguez, a Venezuelan man whose interaction with an Ogden police officer was captured on body camera footage that circulated widely online. 2News requested an interview with Mayor Ben Nadolski, who was unavailable. Ogden police referred questions about the policy’s status to the city, while city officials said the police department was handling the revisions in accordance with Utah state code.[6]

Oversight & Policy

DOJ Attorney Ordered To Undergo Legal Training After ICE Case Accusation

A federal prosecutor has been sanctioned, and ordered to undertake at least two hours of legal training, after a district court judge concluded he made a baseless accusation founded on “no evidence” against the lawyer of an Iranian man fighting deportation to his home country.

The ruling was made by Judge Diane J. Humetewa in the U.S. District Court for Arizona against Assistant U.S. Attorney Brooks Chupp. It demonstrates how President Trump’s immigration crackdown has led to legal conflict over the rights of migrants and the arguments their attorneys can make against deportation. Newsweek contacted Chupp, via the District Court for Arizona public affairs office, and the Department of Justice press office for comment by email on Saturday outside of regular office hours.[7]

Japanese Americans trek from Seattle to Tacoma ICE center to stand up for immigrants

TUKWILA — Over four days and more than 45 miles walked, a group of protesters making a pilgrimage between immigration enforcement sites in King County is drawing a line between mounting immigrant detentions across the nation and the incarceration of Japanese Americans decades ago.

Not OK Now” and “End family detention,” singing on call-and-response, “We remember our dignity. The pilgrimage, organized by Japanese American and immigrant advocate network Tsuru for Solidarity, began in Seattle’s Hing Hay Park on Wednesday and will end at the Immigration and Customs Enforcement detention center in Tacoma on Saturday, where the group will host a rally at 1 p.m.[8]

Or in English, “For the sake of the children” — a Japanese phrase of resistance used after President Franklin D. Roosevelt signed Executive Order 9066 in 1942, authorizing the forced removal and incarceration of more than 110,000 people of Japanese descent from the West Coast, about 70% of whom were U.S. citizens.
