Two Pennsylvania ICE operations have left at least 49 immigrant construction workers in detention — the largest workplace raid advocates say the state has ever seen. Meanwhile, civil rights groups filed a sweeping federal lawsuit over conditions at the nation’s biggest immigration jail, and courts put new limits on ICE data access and a contested California detention project.

  • 49 detained in Pennsylvania. Advocates say 41 workers were arrested Sept. 2 and eight more Sept. 8 near Geisinger Medical Center in Danville — the state’s largest workplace raid to date (Inquirer, 2026).
  • 121 held in Memphis “gambling” raid. Critics question whether the Aug. 30 nightclub operation was really about immigration enforcement (Gambling News, 2026).
  • ACLU sues over Camp East Montana. The lawsuit calls conditions at the 5,000-bed Texas facility “a civil rights catastrophe” (ABC News, 2026).
  • Appeals court blocks IRS-ICE data sharing. The ruling upholds an order keeping taxpayer data out of immigration enforcement (Fox News, 2026).
  • Frederick, Md., protests turned violent. Witnesses say ICE officers beat and kicked protesters, prompting calls for an investigation (WBAL-TV, 2026).

1. Enforcement Actions

At least 41 immigrant construction workers were arrested Sept. 2 around 5 p.m. as they left the EwingCole construction project at Geisinger Medical Center in Danville, Pennsylvania. Eight more were arrested Tuesday around 6 a.m., and all 49 remain in detention, according to the Pennsylvania Immigration Coalition and the Centre County Rapid Response Network (Inquirer, 2026).

The workers come from Nicaragua, El Salvador, Honduras and other countries. Advocates say the roundups are the largest workplace raid in Pennsylvania to date (Inquirer, 2026).

Advocates also said Danville police helped ICE, workers driving away were stopped, and some were followed from the edges of Geisinger property to their homes. Workers leaving Danville encountered checkpoints near highway entrances, the coalition said (Inquirer, 2026).

Geisinger said the Sept. 2 activity did not occur on its property and that its construction manager is responsible for making sure all workers meet federal and state work eligibility requirements (Inquirer, 2026).

In Memphis, ICE agents raided a nightclub called El Corralón at 1 a.m. Aug. 30 after an investigation into illegal gambling. The operation, code-named “Operation Corral Light” by ICE’s New Orleans office, ended with 121 people taken into custody after agents checked immigration status (Gambling News, 2026). Only five of the 121 people detained had criminal histories released by police (Gambling News, 2026).

Tennessee Bureau of Investigation had asked for ICE’s help identifying a Honduran national suspected of criminal activity at the venue. But the American Civil Liberties Union of Tennessee questioned whether the gambling warrants were used as cover for immigration arrests (Gambling News, 2026).

In Phoenix, the Arizona Latino Legislative Caucus expressed concern about an ICE operation outside a Home Depot after witness reports that at least 10 people were detained, including shoppers and workers (Davis Vanguard, 2026).

2. Detention & Facility Conditions

The ACLU and several civil rights groups are suing the Department of Homeland Security over conditions at Camp East Montana, a tent facility on the Fort Bliss military base in El Paso, Texas. With a capacity of 5,000 beds, it is the largest immigration detention center in the country (ABC News, 2026).

“In the ten months that it has been operational, the facility has become notorious for flagrant human rights abuses that people endure during their detention,” the complaint says (ABC News, 2026).

The lawsuit alleges physical abuse, sexual harassment, “abhorrent medical care,” spoiled food and inappropriate use of force. It also describes confinement in windowless tents, solitary confinement used to punish people who report guard abuse, and exposure to measles, tuberculosis and other diseases (ABC News, 2026).

DHS disputed the allegations. A spokesperson said no one at Camp East Montana is denied medical care, and described intake screening within 12 hours, a full health assessment within 14 days, and access to 24-hour emergency care (ABC News, 2026).

In a separate development, ICE has ramped up its use of Penn State’s airport in State College to move detainees between immigration facilities. PennLive reports the State College Regional Airport receives federal funding and must make sure “the airport will be available for public use on reasonable conditions and without unjust discrimination” (PennLive, 2026).

A separate report describes “inhumane and urgent conditions” at the Wyatt ICE Detention Center in Rhode Island (Ahlquist, 2026). Its full findings were not included in the article summary.

3. Deportations & Court Rulings

An appeals court has upheld an order blocking the IRS from sharing taxpayer data with ICE (Fox News, 2026). Newsweek called the loss a “new data-sharing blow” for the Trump administration ahead of the midterms, noting the administration has also turned to the Supreme Court in another data-sharing case (Newsweek, 2026).

In California, a federal judge pressed the government over its plan to build an immigration facility on agricultural land near Gilroy.

“Tell me how a change from agricultural research to immigrant detention is not a change in use?” U.S. District Judge Eumi K. Lee asked at a hearing Tuesday (East Bay Times, 2026).

The county and state argue the project violates the National Environmental Policy Act and was approved without local consultation. Federal lawyers say the lease on an existing ICE facility in Morgan Hill has expired and the new site is needed (East Bay Times, 2026; Yahoo News, 2026).

Lee extended a temporary halt on all construction until Sept. 15, when she is expected to rule on whether to block the project while the lawsuit proceeds (Yahoo News, 2026).


4. Policy & Funding

Protesters with the San Jose Nikkei Resisters compared the facility to Japanese American internment camps. “We think that what’s happening now is what happened during World War II to our people,” said Susan Hayase (CBS News, 2026).

County Counsel Tony LoPresti said after the hearing that the signs were “incredibly encouraging,” and called the location “the wrong place for this facility” (CBS News, 2026). County officials say they have not been allowed onto the property to inspect it and are concerned about hazardous materials (CBS News, 2026).

In Frederick, Maryland, a Friday night clash turned violent. More than 100 people had gathered near Stoneybrook Court after ICE vehicles were seen in the neighborhood Thursday, and witnesses said officers drove SUVs onto sidewalks and ordered people to move (WBAL-TV, 2026).

“They were beating people with batons, kicking them, punching them, throwing people on the ground, just to attempt to get into the front door of this home,” said Tatiana Santos with Indivisible Frederick Forward (WBAL-TV, 2026).

Frederick City Council President Cesar Diaz said the community was “physically attacked by federal law enforcement officers” and called for an investigation. Frederick police eventually arrived to de-escalate, and witnesses said ICE officers entered the home and spoke with the family inside (WBAL-TV, 2026).


What’s Disputed or Unconfirmed

  • In the Pennsylvania raids, detention numbers and the “largest in state history” claim come from immigrant advocacy groups, not from ICE. The Inquirer reported that ICE and DHS could not immediately be reached for comment (Inquirer, 2026).
