A drone raid that Russian state outlet TASS called the largest attempted attack on the capital in two years knocked out power for roughly 10,000 customers in the Moscow region overnight (RBC-Ukraine, 2026), even as Ukrainian intelligence warned that Russia has built a new drone designed to sever power-line towers (UA.NEWS, 2026). On the U.S. side, Connecticut rushed warnings to water utilities after federal authorities flagged a wave of programmable-logic-controller hacks (GovTech, 2026). Here’s what the infrastructure threat picture looked like in the last 24 hours.

1. Power Supply: Moscow Region Blackout and New Drone Threats

A nighttime drone raid forced the Pavlovo-Posad branch of Mosoblenergo into emergency operations after damage to higher-level grid equipment cut power to 109 transformer substations in the city of Likino-Dulyovo and the Orekhovo-Zuyevsky urban district, according to RBC-Ukraine (2026). Roughly 10,000 customers and 46 socially significant facilities were left without power — the region’s first widespread outage of the year (RBC-Ukraine, 2026).

Moscow Mayor Sergei Sobyanin said 620 drones flew toward the Moscow region from yesterday evening until 5 a.m., with 180 shot down directly over the region, and TASS called the raid the largest attempted attack on the Russian capital in two years (RBC-Ukraine, 2026). The previous record-setting raid had come just the day before, on Sunday; the last widespread drone-caused blackout, in late December, left 120,000 people in Zhukovsky, Litkarino, and Ramenskoye without power (RBC-Ukraine, 2026). A drone also struck a Wildberries marketplace warehouse in the Bogorodsky district, where Governor Andrei Vorobyov said the fire was quickly contained with no casualties (RBC-Ukraine, 2026).

In Crimea, Sevastopol’s main 330/220/110/35 kV substation came under attack at about 1:15 a.m., with two hits near the facility causing a brief power outage, Ukrinform reported (2026), citing the Telegram channel “Crimean Wind.” By morning, a downed drone lay about 3 meters from the substation grounds, where Russian Emergency Situations Ministry specialists were working (Ukrinform, 2026). The substation distributes power from the Balaklava Thermal Power Plant and the Municipal Combined Heat and Power Plant, was attacked again last week, and lost its main transformer in successful strikes on June 24 and 25 (Ukrinform, 2026). A separate MSN report (2026) also logged gunfire near the substation starting at 1:15 a.m.

Looking toward winter, Ukrainian intelligence says Russia may again attack Ukraine’s energy, gas, and water infrastructure, and has developed a new drone designed to attack power grids — one whose wings carry an explosive charge capable of cutting through metal on power-line towers, according to Skibitsky as reported by UA.NEWS (2026). Electricity and heating may be the most vulnerable sectors during the heating season, with Russia’s principal target list — defense and industrial enterprises, military facilities, energy and logistics infrastructure, and gas stations — unchanged (UA.NEWS, 2026).

2. Water Supply: Connecticut Warns Utilities After PLC Hacks

After federal authorities identified the latest threat, the Connecticut Intelligence Center quickly distributed information about affected equipment and suspicious internet addresses, along with recommended protections, to water systems, GovTech reported (2026). No Connecticut water system has reported attempted or successful activity tied to the attacks, and the state Department of Emergency Services and Public Protection said it is not aware of any impact in Connecticut (GovTech, 2026).

Nationally, the FBI and Environmental Protection Agency say attackers remotely accessed internet-facing Rockwell Automation and Allen-Bradley MicroLogix 1100 and 1400 programmable logic controllers, changed their internet addresses and passwords, and caused operators to lose monitoring or control capabilities (GovTech, 2026). Connecticut Intelligence Center director Evan Allard said the activity was likely linked to Iranian-affiliated actors who have targeted operational technology in the water, energy, and telecommunications sectors (GovTech, 2026).

Connecticut cannot say how many systems use the flagged equipment or how many confirmed the recommended fixes, because it does not maintain a centralized inventory — something Allard said he does not consider a concern: “I don’t think it’s a concern” (GovTech, 2026). The state’s approach instead depends on rapidly distributing warnings and ensuring individual operators recognize their own risks via an intelligence-sharing network connecting federal agencies, state officials, and water providers (GovTech, 2026). The center worked with CISA to distribute a bulletin with corrective actions, contacted the Department of Public Health, Connecticut Water, the Metropolitan District Commission, and other organizations; DPH spokesperson Brittany Schaeffer said the department has not been notified of any attempted activity or successful attack (GovTech, 2026).

The Sevastopol substation strike and the fires at military depots and the “Kirovske” airfield are reported by Ukrinform (2026) on the word of the Telegram channel “Crimean Wind,” a one-sided source in an active war zone; the MSN (2026) account likewise relays what subscribers to a channel reported, not independently verified evidence.
