Tracking the Bill

Immigration · Sep 2, 2026How to Track the Exclusive Citizenship Act Through Congress

Posted on September 2, 2026 by Kemetic Mind

This closes out our series on S.3283, the “Exclusive Citizenship Act of 2025.” The most useful thing you can do about a bill in committee isn’t to panic about it — it’s to know exactly where it stands and how to actually make your voice heard if you have one.

Recap: the series so far

  • Part 1: what the bill’s actual text says — the ban on dual citizenship, the one-year choice for existing dual citizens, and the effective dates.
  • Part 2: who it would actually reach — naturalized citizens, U.S.-born citizens with citizenship by descent, and Americans born abroad, including people who don’t know they’re already dual citizens.
  • Part 3: the constitutional fight it would run into — Afroyim v. Rusk and Vance v. Terrazas, the two Supreme Court cases already limiting how Congress can strip citizenship.
  • Part 4: the practical path for people who want to keep U.S. citizenship if this ever became law.
  • Part 5: the practical path — and real costs, including the IRS exit tax — for people who’d choose to give up U.S. citizenship instead.

Where the bill actually stands

S.3283 was introduced December 1, 2025, and referred to the Senate Judiciary Committee[1]. It has not been scheduled for a committee vote, has not passed the Senate, has no companion bill in the House, and is not law. That status can change at any point — a bill can sit for years, or move quickly if it gets attached to a must-pass piece of legislation or picks up committee momentum.

How to track it yourself, for free

Congress.gov is the official, primary source for bill status — not a news aggregator or a summary site. Search “S.3283” or “Exclusive Citizenship Act” directly on congress.gov[1] to see, in real time: every action taken, cosponsors added, committee votes, and floor schedule — all before any news outlet reports on it. Congress.gov also lets you set up free email alerts for a specific bill, so you find out the moment its status changes.

If you want your Senator or Representative to hear from you

Because this bill is currently in the Senate Judiciary Committee, that committee’s members are the people most directly positioned to act on it before it ever reaches a full Senate vote[2]. Whether you support it, oppose it, or want changes made to it:

  • Find and contact your own Senators directly through the Senate’s official directory[3].
  • Find and contact your Representative, since House support or opposition shapes whether a companion bill ever gets introduced there[4].
  • A specific, personal reason for your position — not a form letter — is what congressional staff consistently say actually gets read and logged.

The honest bottom line

Most bills introduced in Congress never become law. This one may never get a committee vote at all. But it exists, it’s public, and it says exactly what it says — which is why this series worked straight from the bill’s own text rather than secondhand summaries. If its status changes, we’ll cover it. Until then, the most productive thing anyone affected by it can do is know where it stands, know their actual rights under current law, and not make a permanent decision based on something that hasn’t happened.
