As reported by BBC:
A bipartisan group of US senators has signed a letter demanding an urgent investigation into reported disruptions to SpaceX's Starlink internet network in Ukraine.
Starlink is a vital tool allowing Kyiv to guide drones to Russian targets and protect its own skies, but on Tuesday night Ukraine said it unexpectedly restricted how fast drones could fly while maintaining internet connection.
In the letter, sent on Thursday to the US Department of Defense inspector general, the senators say they have "grave concern" about reports of speed restrictions between 12 and 14 October.
The White House and Pentagon have not responded to the suggestion the US might have had a role in the alleged slowdown.
The letter, led by Jeanne Shaheen – a Democrat on the Senate's Foreign Relations Committee – calls for the inspector general to find out whether the restrictions were caused by the US defence department or its contractors.
It says "restrictions reportedly degraded Ukraine's ability to conduct defensive operations against Russian drone and missile attacks on civilian infrastructure".[1]

What CNBC reports
Ukraine is bracing for a difficult winter as restrictions on military applications of Starlink have emboldened Russia to intensify attacks on civilian and energy targets, a senior Ukrainian official told CNBC on Friday.
Serhiy Derkach, Ukraine's first deputy minister for recovery, infrastructure and transport, said Russian forces had stepped up strikes on bridges in Kyiv, threatening to isolate nearly 2 million residents on the eastern bank of the Dnipro River, while also targeting railway networks and border crossings in an effort to disrupt transport and sow panic among civilians.
"With U.S. limiting the use of Starlinks on the battlefield, Russia feels that this is their moment to try and inflict even more pain and suffering on Ukraine's civilian infrastructure," Derkach said.[2]
What is not yet confirmed
- The Kremlin never said it had agreed to the deal and Russia said Kyiv had also tried to hit refineries on Wednesday – which Ukraine denied.[1]
What the official record says
the Senate Foreign Relations Committee says, in its own words:
In the letter, the Senators highlight how the disruptions to these critical systems put U.S. diplomatic, military and security personnel in danger and diminished Ukraine’s ability to defend itself.[3]
“To use Starshield and Starlink as intended, Ukraine needs access to unlimited speeds, which was its service arrangement prior to this reported restriction.[3]
