What do you need to know about the spread of measles in New York?

On Monday, Governor Kathy Hochul declared a State Disaster Emergency due to the increase in cases. In the first segment of the return of our weekly news roundup, we're joined by Monroe County Public Health Commissioner Dr. Marielena Vélez de Brown. She explains the latest with the outbreak, how the disease spreads, and what you need to know about protecting yourself.[1]

Courts & Lawsuits

ICE is already showing up near voting sites, bolstering lawsuit against armed agents at polls

Voting rights groups are citing recent ICE activity near voting sites and new evidence of intimidation as they expand a lawsuit seeking to keep armed federal agents away from polling places during the midterm elections.

Among the newest examples is an ICE detention that took place Monday in the same area California voters had to pass through to reach a ballot drop box. The detention occurred at Allan Hancock College in Santa Maria on the first day ballot drop boxes opened in California, according to an amended complaint filed Wednesday. ICE detained an individual in one parking lot while an adjoining lot in the same parking area served as an active ballot drop-off location.[3]

Religious freedom at stake in archbishop’s lawsuit against ICE

The St. Louis archdiocese is suing ICE and other local officials who they say are limiting their access to give detainees the sacraments.

A majority of the approximately 150 detainees at a St. Louis-area detention center are Catholic, according to the St. Louis archdiocese, and they desire the sacraments of the Eucharist and Reconciliation during their detainment. Genevieve County Detention Center — which contracts with U.S. Immigration and Customs Enforcement (ICE) — are denying detainees access to the sacraments and to the consolation of ministerial visits, according to a lawsuit that the Archdiocese of St. Louis filed against ICE and local officials on October 5, 2026. Archbishop Mitchell T. Rozanski and the Archdiocese of St. Louis, along with Father Christopher Schroeder, pastor of Christ the King Parish in University City and St. Joseph Parish in Clayton, are named as plaintiffs.[4]

Raids & Arrests

ICE leaders reportedly instruct agents to increase immigrant arrests to 3,000 people per day across the U.S.

U.S. Immigration and Customs Enforcement (ICE) leadership has reportedly issued a verbal directive instructing agents nationwide to increase immigration arrests by 1,000 people a day.

According to an exclusive report by CNN, two sources familiar with the directive stated the mandate aims to return the agency to an unprecedented target of 3,000 daily arrests. To account for slower enforcement volume over the weekends and fluctuating field deployments, field offices were also reportedly instructed to aim for a target of 19,000 arrests per week. Prior to this reported October directive, ICE had been averaging approximately 2,000 arrests per day.[5]

ICE detained a Maine immigrant’s wife, then let him trade places

Pedro, a carpenter, was at a job site when his wife called.

Immigration agents had pulled her over, but they were looking for him. The couple, who are asylum-seekers from Angola, had discussed what to do if one of them got arrested. The scenario they feared most was leaving their 10-year-old son without his parents.[6]

Oversight & Policy

Opinion by Pa. 7th District congressional candidate Bob Brooks: Where I stand on immigration and ICE enforcement

Please discuss your beliefs on illegal immigration and immigration enforcement.

What resources should be devoted to arresting and detaining immigrants who are in the country illegally but are going through the steps to get legal status and have committed no other crimes? What must be done after immigration enforcement actions have led to shootings and deaths of American citizens and noncitizens? Editor’s note: The Morning Call asked the candidates for Pennsylvania’s 7th Congressional District to weigh in on several issues, and is publishing their responses this week.[7]

Migrant involved with Delaney Hall protests is freed from detention

Martin Soto, a Peruvian immigrant who was a key member of a protest movement inside a troubled migrant detention center in Newark, New Jersey, has been freed after eight months in custody.

A Peruvian immigrant who was a key member of a protest movement inside a troubled migrant detention center in Newark, New Jersey, has been freed after eight months in custody. Martin Soto, who is undocumented, was arrested by immigration officials in February and held at Delaney Hall. He was transferred in May to another detention center in Elizabeth, New Jersey, at the onset of protests outside Delaney that turned violent at times.[8]
