A German city utility had its corporate systems encrypted and its landline phones knocked out. The lights stayed on anyway — and that gap between an IT breach and a blackout is the whole story.

  • Threat actors broke into Stadtwerke Landsberg KU’s central corporate IT systems and administrative infrastructure overnight on September 1, encrypting them and taking direct landline telephones offline (TD World, 2026).

1. A City Utility Lost Its Email and Phones. Its Power Stayed On

Overnight on September 1, attackers reached the central corporate IT systems and administrative infrastructure of Stadtwerke Landsberg KU, the municipal utility headquartered in Landsberg am Lech, Germany (TD World, 2026).

They encrypted those systems, including email communications, and knocked direct landline telephones offline, per TD World’s account of the incident.

Stadtwerke Landsberg’s executive leadership and IT teams said they activated and executed emergency crisis protocols, isolating internal networks and disconnecting broader internet connections as a preventative step (TD World, 2026).

What the utility still can’t rule out

Stadtwerke Landsberg stated it could not yet rule out whether attackers accessed or stole critical customer data — names, addresses and banking information among it (TD World, 2026).

Whether identity infrastructure had been compromised has not been publicly disclosed (TD World, 2026).

The grid never flickered

Despite the severe corporate IT disruption, essential municipal services including the electric power grid remained operational without any physical interruption, according to Shieldworkz (TD World, 2026).

The utility’s website also stayed fully accessible during the incident, Shieldworkz noted (TD World, 2026).

Shieldworkz said the case shows how municipal critical infrastructure operators can absorb a corporate IT compromise without triggering operational outages (TD World, 2026).

Small utilities, national-scale threats

“An incident like this serves as a reminder that smaller and regional infrastructure providers face the same threats as national utility providers, but they often don’t have comparable cybersecurity budgets or staffing to face the growing threats,” cybersecurity researcher Jeremiah Fowler told ISSSource (TD World, 2026).

Fowler added that amid budget dilemmas for some companies, attackers often view regional infrastructure as a target (TD World, 2026).

The report frames the incident as a reminder that multiple layers of security matter for regional providers, whose finances may not stretch as far as a national utility’s (TD World, 2026).

The second warning, one day earlier

On September 9, an energy expert told The Insider that coordinated attacks on energy infrastructure could cause major regional outages in Germany (The Insider, 2026).

That assessment was published the same day TD World reported on the Landsberg intrusion, but the two reports are separate and neither links them (TD World, 2026; The Insider, 2026).

Forensic work at Stadtwerke Landsberg continues, and critical investigative gaps regarding the initial access reportedly remain open (TD World, 2026).
