  • The signs were posted along Hylan Boulevard in the New Dorp section of Staten Island.
  • The district attorney called the display shameful but said it fell short of the state’s hate crime threshold.
  • Patriot Front is identified in the report as a white nationalist hate group.

2. ICE: Maine Sees Nation’s Third-Biggest Spike in ICE Arrests of Immigrants With No Criminal Records

Through July of this year, ICE arrested 488 people in Maine—already surpassing last year’s total of 315—with the surge driven by a 161% jump in arrests of immigrants with no criminal records, according to newly analyzed federal data.[2]

  • Over 42% of this year’s ICE arrests in Maine took place in January during ‘Operation Catch of the Day,’ which swept up many residents with no criminal record who were pursuing lawful immigration pathways.
  • The number of people without criminal records arrested by ICE in Maine jumped 161% through July 2026 compared to all of 2025, and only Vermont and Montana saw greater increases.
  • So far this year, ICE has arrested only one person in Maine with a conviction for a violent crime, despite the agency’s claim to be targeting the ‘worst of the worst.’
  • The fatal ICE shooting of 25-year-old Johan Sebastián Durán Guerrero occurred in Biddeford this July, marking a notable summer spike in detentions.
  • The Angolan community has had the highest number of residents arrested by ICE under the second Trump administration, with immigration lawyers saying ICE increasingly appears to target asylum seekers who entered on temporary visas.

3. Executive Orders: Reuters Explains EO 14398’s Restrictions on Federal Contractors’ DEI Work

Executive Order 14398 prohibits federal contractors and subcontractors from engaging in racially discriminatory DEI activities, according to a new Reuters legal analysis.[3]

  • The order applies to federal contractors and subcontractors, according to Reuters’ practical-law coverage.
  • The analysis was published September 1, 2026.
  • The order bars diversity, equity, and inclusion activities it deems racially discriminatory.

4. Civil Rights & Politics: ACLU, NAACP, and LDF Defend Mississippi’s Only Majority-Black Judicial Subdistrict

DeSoto County Supervisor Robert Foster and other challengers dismissed their lawsuit against Mississippi’s only majority-Black judicial subdistrict after a federal judge rejected the attempt to dismantle it.[4]

  • The ACLU, ACLU of Mississippi, Legal Defense Fund, and NAACP intervened in the case on behalf of the DeSoto County NAACP and Delta Sigma Theta Sorority, Inc.
  • “Dismissal of this misguided lawsuit is a victory for voters in DeSoto County and for voting rights and fair elections everywhere,” said Ming Cheung of the ACLU’s Voting Rights Project.
  • The district is the only judicial subdistrict in DeSoto County that gives Black voters a meaningful opportunity to elect candidates of their choice in the November elections.
  • Black residents make up approximately one-third of DeSoto County’s population, and the county has a longstanding pattern of racially polarized voting.
  • Pastor Robert Tipton, Jr., president of the DeSoto County NAACP, said the branch is “delighted” but will remain in the fight for equality, equity, political, and social justice.

5. Hate Crimes: Lomita Man Charged With Hate Crime Over Alleged Threat to Attack a Jewish Center

A 43-year-old Lomita man is facing a hate crime charge after allegedly threatening to ‘shoot up’ the Jewish Community Center in Redondo Beach.[5]

  • The alleged threat targeted the Jewish Community Center in Redondo Beach, California.
  • The suspect is 43 years old and from Lomita in Los Angeles County.
  • The hate crime charge was reported on September 2, 2026.

Looking Ahead

Looking ahead, the dismissed challenge leaves Mississippi’s only majority-Black judicial subdistrict intact for the November elections, with DeSoto County NAACP President Robert Tipton, Jr., vowing the branch will “remain in the fight” for equality and justice; separately, the Lomita suspect now faces a pending hate crime charge for the alleged threat to the Redondo Beach Jewish Community Center, ensuring further court proceedings. Federal contractors, meanwhile, remain bound by Executive Order 14398’s prohibition on DEI activities deemed racially discriminatory, according to the Reuters legal analysis published September 1.
